Supporting AANHPIs Access The Health Insurance They Need - Marketplace Open Enrollment Now Open

NAAPIMHA joins AANHPI Week of Action (Dec 1-7) and the ACA4DACA Campaign to ensure AANHPI communities, and in particular, un-or-underinsured DACA recipients, know about their eligibility to access healthcare insurance under the Affordable Care Act.


  1. Key Dates: The Marketplace Open Enrollment at HealthCare.gov runs from November 1 to January 15. Consumers who want health coverage starting January 1 should enroll in coverage by December 15. Consumers must enroll by January 15 to have coverage that starts on February Otherwise, consumers will need to qualify for a Special Enrollment Period to enroll in a Marketplace plan.


  1. Coverage is Affordable: Thanks to a new law from 2022, the Inflation Reduction Act (IRA), more people qualify for help purchasing quality health coverage. If you have looked for health coverage before, it is worth a second look.

    1. 4 out of 5 HealthCare.gov customers will be able to find a plan for $10/month or less with financial help.

    2. With the IRA, millions of people will continue to qualify for tax credits that lower their premiums.


  1. Quality Plans: The Marketplace offers quality, comprehensive health insurance plans that provide coverage for doctor visits, emergency care, behavioral health care, preventive care, hospital care, maternity care, and prescription drugs. There are also new plan options that offer similar benefit designs and more pre- deductible services.


  1. Help is Available: Consumers can access Navigators and other assisters in every state on the Marketplace. To find local help go to healthcare.gov/find-local-help.


  1. Sign Up for Coverage: All consumers shopping for health insurance coverage even those who currently have coverage through the Marketplace — should enroll or re-enroll by logging in to HealthCare.gov and CuidadodeSalud.gov or call 1-800-318- 2596 (TTY is 855-889-4325) to fill out an application and enroll in a Marketplace plan. Free help is available 24 hours a day/ 7 days a week, and assistance is available in over 200 languages.


  2. Things to keep in mind in messaging to DACA Recipients

    • Enrolling in ACA coverage is not considered in a public charge determination and was not even under the Trump administration’s rule, which ended early in the Biden administration. Enrolling in ACA coverage should have no impact on a DACA recipient’s current or future status 

    • Republican Attorneys General in several states have sued the Biden administration to try to end DACA ACA eligibility. While the case is before a judge, there have been no rulings on either the state’s standing to sue or on the issue itself. DACA recipients can and should enroll in coverage and it is not recommended to draw attention to this lawsuit, which may have been filed, in part, to chill the success of this policy. 


    Addressing Post Election Concerns

    • After the election results, some DACA recipients may wonder if they should still enroll in ACA coverage. Our emphatic answer is yes! Access to affordable, comprehensive health care under the ACA, including mental health, is more essential than ever. There is no policy change at this point and any future changes are uncertain and would take significant time. It is important that we do not let fear or anxiety deter us from accessing the hard-fought health care we fought for.
